ICPSR releases new edition and Web version of "Guide to Social Science Data Preparation and Archiving"

ICPSR is pleased to announce the release of the fifth edition of the “Guide to Social Science Data Preparation and Archiving,” with new and updated information on data management plans, video files, respondent disclosure protection, and virtual data enclaves.

For the first time, we have developed a Web-based version of the Guide, providing a quicker and more efficient way to browse the material. A PDF version is also available.

First published in 1997, the Guide is a compilation of best practices gleaned from the experience of many archivists and investigators. It is aimed at those engaged in the cycle of research, from applying for research grants, through data collection, and ultimately to preparation of data for deposit in a public archive.

The new online version includes links to complementary content such as ICPSR tutorial videos and related literature.

Policy Briefs on why and how to gather LGBT data in clinical settings

This month, The Fenway Institute issues two Policy Focus briefs to highlight the importance of gathering sexual orientation and gender identity data in clinical settings. Why gather data on sexual orientation and gender identity in clinical settings (PDF) explains how gathering such data will help us understand LGBT health disparities, and how it is consistent with key recommendations in Healthy People 2020, the 2011 Institute of Medicine report on LGBT health issues and research gaps, and the Affordable Care Act. Gathering such data in electronic health records (EHRs) is especially important.

How to gather data on sexual orientation and gender identity in clinical settings (PDF) provides guidance on how to ask questions on patient registration forms and how clinicians can ask questions during medical visits. This second brief addresses concerns about confidentiality with EHRs and other potential barriers to collecting data on LGBT identity.

The briefs were authored by Sean Cahill, Director of Health Policy Research, along with Judith Bradford, Co-chair and Director of the Center for Population Research in LGBT Health; Chris Grasso, Data Manager; and Harvey Makadon, Director of the National LGBT Health Education Center. They will be disseminated to health education professionals, professional associations, policy makers and other priority audiences.

2008 and 2009 Drug Abuse Warning Network (DAWN) Available for Online Analysis

The 2008 and 2009 DAWN emergency department (ED) public-use data files are now available for online analysis through the SAMHDA Web site.

DAWN is a public health surveillance system that monitors hospital drug-related ED visits and drug-related deaths reported by selected medical examiner and coroner offices across the Nation. The Substance Abuse and Mental Health Services Administration (SAMHSA), U.S. Department of Health and Human Services (HHS), is the agency responsible for DAWN.

DAWN uses a probability sample of general, non-Federal hospitals, with oversampling of hospitals in selected metropolitan areas, to annually produce estimates of drug-related ED visits for the United States and selected metropolitan areas. All types of drugs (licit and illicit) are covered, including all alcohol involvement for patients under 21, and alcohol involvement in combination with other substances for those 21 and older.

New Council members elected; Saenz named Council Chair

ICPSR is pleased to welcome six new Council members, and to announce the appointment of Council member Rogelio Saenz to a two-year term as Council Chair.

After a vote of ICPSR Official Representatives, the following members will start their four-year terms on the Council at its meeting in March in Ann Arbor (full bios are available here):

Christopher Achen is the Roger Williams Straus Professor of Social Sciences, Professor of Politics at Princeton University. His research interest is political methodology, particularly its application to empirical democratic theory, American politics, and international relations.
Marilyn Andrews is the Data Librarian in Spatial and Numeric Data Services at the Dr. Archer Library, University of Regina. She has held various positions at the university, including Archives Librarian, Science Reference Librarian, Government Publications Librarian, and Acting Associate Librarian (Client Services). She has also carried out subject liaison responsibilities for multiple disciplines.
Tony Brown is an Associate Director, Center for Research on Health Disparities and an Associate Professor, Department of Sociology at Vanderbilt University. His research interests are in critical race theory, cultural competencies, health disparities, medical sociology, quantitative methods, race and racism, race socialization, racial attitudes, racial identity, social psychology, sociology of mental health, and survey methods.
Susan Cutter is a Carolina Distinguished Professor of Geography at the University of South Carolina where she directs the Hazards and Vulnerability Research Institute, a research and training center that integrates geographical information processing techniques with hazards analysis and management. Her primary research interests are in the area of disaster vulnerability/resilience science -- what makes people and the places where they live vulnerable to extreme events and how vulnerability and resilience are measured, monitored, and assessed.
John Fox is the Senator William McMaster Professor of Social Statistics in the Sociology Department of McMaster University in Hamilton, Ontario, Canada. He serves on the Advisory Committee for the ICPSR Summer Program in Quantitative Methods and has delivered numerous lectures and workshops on statistical topics, at places such as the ICPSR Summer Program, the annual meetings of the American Sociological Association, and the Oxford Spring School in Quantitative Methods for Social Research.
Linda Waite is the Lucy Flower Professor of Urban Sociology; Co-Director, MD/PhD Program in Medicine, the Social Sciences, and Aging, Pritzker School of Medicine at the University of Chicago. Her research interests include social demography, aging, the family, health, working families, and the link between biology, psychology, and the social world. She is a senior fellow at NORC.

Rogelio Saenz, the new Chair, is Dean of the College of Public Policy at the University of Texas at San Antonio. He is also a Policy Fellow of the Carsey Institute at the University of New Hampshire.

The new members replace the following members whose terms have expired:

SAMHDA Web site unavailable on Sunday, Jan. 15 between 10AM and 12PM

ICPSR will be upgrading Web server hardware Sunday, January 15 between 10am and noon (Eastern Time). During this time all Web sites hosted by ICPSR, including SAMHDA, will experience significant downtime.

The goal of the maintenance is to replace the old 32-bit production Web server with a new 64-bit system with significantly more processing power and memory. The move from a 32-bit platform to a 64-bit platform also requires a number of software upgrades.

ICPSR supports public access to federally funded digital data

On November 4, 2011, the Office of Science and Technology Policy issued a request for information on “Public Access to Digital Data Resulting From Federally Funded Scientific Research.”

ICPSR submitted a response to OSTP strongly supporting open access to scientific data and advocating “long-lived, sustainable institutions for archiving, preserving, and disseminating data in each specialized scientific domain.” In our opinion, dedicated repositories are the best way to meet the diverse needs of different scientific communities.

ICPSR also emphasizes the need for better citation of scientific data and champions partnerships between domain repositories and other memory institutions.

2009 Drug Abuse Warning Network (DAWN) Released

The Drug Abuse Warning Network (DAWN) is a nationally representative public health surveillance system that continuously monitors hospital drug-related emergency department (ED) visits and drug-related deaths reported by select coroner and medical examiner offices across the country.
SAMHSA is now making the 2009 ED DAWN public-use data and documentation files available for download through the SAMHDA website. Variables in DAWN provide details on the ED visit, including type of case, case disposition, drug involvement, route of administration, and the number of unique drugs reported. The 2009 ED DAWN includes information for up to twenty-two (22) drugs reported in the ED visit; an increase of six (6) from the 2008 DAWN. SAMHSA is planning to also release DAWN data for 2004 to 2007 in the upcoming year.

Social Environment and Biomarkers of Aging Study (SEBAS, ICPSR #3792) in Taiwan

Taiwan has undergone rapid demographic, social, and economic changes, becoming a highly urbanized and industrial society with a growing population of persons age 65 or older. SEBAS explores the relationship between life challenges and mental and physical health, the impact of social environment on the health and well-being of the elderly and biological markers of health and stress. The study collected self-reports of physical, psychological, and social well-being, plus extensive clinical data based on medical examinations and laboratory analyses. Examination of health outcomes included chronic illnesses, functional status, psychological well-being, and cognitive function. Questions regarding life challenges focused on perceived stress, economic difficulties, security and safety, and the consequences of a major earthquake. Biological markers were used to identify cardiovascular risk factors, metabolic process measures, immune-system activity, the hypothalamic-pituitary adrenal axis, and sympathetic nervous system activity. Two rounds of biomarker data collected in 2000 and 2006 are complemented by face-to-face interviews with the participants. The purpose of this study is to examine the antecedents, correlates, and consequences of change in biological measures and health. Specifically, the principal investigators aimed to examine three questions:

1. What individual and environmental factors contribute to our understanding of downstream health and survival? The principal investigators focused on links between health and stressful experience, SES, psychosocial vulnerability and emotional well-being.

2. What factors predict change in bioindicators? The principal investigators examined demographic and psychosocial factors along with environmental exposures to determine how prior experience is associated with change in biomarkers. They focused on the effects of socioeconomic status (SES), emotional well-being, and chronic and acute stressors. They examined change across the full array of biomarkers.

3. Do changes in bioindicators predict health outcomes and survival? The principal investigators used a life course framework to explore how change in bioindicators and trajectories of prior experience and exposures are associated with subsequent health, physical and cognitive function, and survival. Of particular interest are several high-profile bioindicators (telomere length, 5-HTTLPR genotype, and inflammatory markers), new data on factors that may modify these associations (trauma, caregiving, sleep quality, chronic pain, and optimism), and gene-environment interactions.

2010 National Survey on Drug Use and Health (NSDUH) Released

The National Survey on Drug Use and Health (NSDUH) is the primary source of national and state-level estimates on the prevalence, patterns, and consequences of alcohol, tobacco, and illegal drug use and abuse in the general U.S. civilian non institutionalized population. The survey is also a source of national estimates on mental health measures such as serious mental illness (SMI), other mental illness, depression, and treatment. NSDUH data are collected annually through nationally representative interviews with approximately 70,000 randomly selected individuals aged 12 and older. NSDUH is conducted by the Center for Behavioral Health Statistics and Quality (CBHSQ, formerly Office of Applied Studies), Substance Abuse and Mental Health Services Administration (SAMHSA).

The data and documentation files for the 2010 NSDUH are now available for download, online analysis, and Quick Tables.

Gutmann named AAAS fellow

Myron Gutmann, ICPSR's director from 2001 to 2009, has been elected as a fellow of the American Association for the Advancement of Science.

Gutmann was one of seven members named as fellows in November from the AAAS Section on Social, Economic and Political Sciences. In all, 539 members were elected as fellows.

Gutmann oversaw a period of dramatic growth at ICPSR in the 2000s. The size of the staff roughly doubled during his tenure, grant funding increased from $3.2 million annually to $8.1 million, and the number of members boomed from about 250 to nearly 700.

Gutmann is midway through a four-year term as head of the National Science Foundation's Social, Behavioral and Economics Directorate. He continues to be a research professor at the University of Michigan's Institute for Social Research (at ICPSR and the Population Studies Center), and professor of history at U-M's School of Information.

As part of ICPSR's commemoration of its 50th anniversary, Gutmann recorded video interviews on his time as director, and the consortium's growth.

Gutmann and the other AAAS fellows will be recognized at the annual AAAS membership meeting scheduled for February 2012 in Vancouver, B.C. AAAS is a global non-profit serving 10 million individuals with the goal of advance science, engineering, and innovation throughout the world for the benefit of all people, and is the publisher of Science, the largest paid-circulation peer reviewed general science magazine in the world.

On November 13, 2011, "60 Minutes" aired a segment featuring Geoffrey Alpert, one of the principal investigators of a recent NIJ-funded study archived at NACJD entitled the "Multi-Method Evaluation of Police Use of Force Outcomes: Cities, Counties, and National, 1998-2007 [United States]" (ICPSR 25781). The purpose of the study was to investigate how and why injuries occur to police and citizens during use of force events. The data collection is available to the research community through the NACJD Web site.

Data management plans made easier

The newly launched online DMPTool makes it easier to create data management plans as part of grant applications.

Developed by several organizations in partnership, the tool enables researchers to create plans that are customized according to the specific requirements of selected funding agencies and directorates.

Working with the University of Virginia, ICPSR provided consultation on the tool to develop it for use in creating plans for the NSF Social, Behavioral and Economic Sciences Directorate. A link to ICPSR's Web site on data management plans is available from within the tool when the user opts to create a plan for the SBE.

ICPSR part of four-university "Sustainable Environment-Actionable Data" project

ICPSR has partnered with the University of Michigan School of Information and three other universities in the new “Sustainable Environment-Actionable Data” project that will create better methods for data sharing among scientists and researchers in the new and growing field of sustainability.

The other partners are Indiana University, Renssalaer Polytechnic Institute, and the University of Illinois at Urbana-Champaign. The NSF has awarded a two-year, $2 million grant to the project, with $8 million anticipated over the course of five years. Margaret Hedstrom at the U-M School of Information is the principal investigator.

“To date these data have been difficult to obtain and use because disciplines across the natural and social sciences collect, describe, and store their data in different ways,” Hedstrom says. “The data could have significant value if it were possible to connect the data collectors with potential users, and if it were easy for individuals to search for, aggregate, and maintain valuable data for the long term.”

ICPSR Director George Alter added: “As data archivists, our role in SEAD is to act as a link to the social science community. We are going to create the tools to help people curate data as it is being collected and embed them in metadata that will be accessible far into the future.”

ICPSR accepting applications for 2012 summer internship program for undergraduates

The Inter-university Consortium for Political and Social Research (ICPSR), the world's largest archive of digital social science data, is now accepting applications for its annual summer internship program.

Interns spend ten weeks from June 4 - August 10, 2012, at ICPSR (Ann Arbor, Michigan), during which they will:

Work in small groups and with faculty mentors to complete research projects resulting in conference-ready posters
Gain experience using statistical programs such as SAS, SPSS, and Stata to check data, working in both UNIX and Windows environments
Attend courses in the ICPSR Summer Program in Quantitative Methods of Social Research
Participate in a weekly Lunch and Lecture series that covers topics related to social science research and professional development.

ICPSR invites submissions for 2012 Research Paper Competitions

ICPSR invites submissions for our 2012 Research Paper Competitions from undergraduates and master’s students at member institutions.

The ICPSR Research Paper Competition, for analyses on any topic using data from the ICPSR General Archive or Thematic Collections.
The IFSS Research Paper Competition, for analyses on any topic using data from the Integrated Fertility Survey Series .
The RCMD Research Paper Competition, for analyses on issues relating to minorities in the United States, including immigrants, using data from the Resource Center for Minority Data.

The purpose of these competitions is to highlight student research papers using IFSS, RCMD, or ICPSR data. The objective is to encourage students to explore the social sciences by means of critical analysis of a topic supported by quantitative analysis of a dataset(s) held within ICPSR, IFSS, or the RCMD archive and presented in written form. Undergraduates or master’s competition entries could be papers written for a capstone course, a senior seminar, or any writing intensive course for which the student uses quantitative data analysis to support or refute a hypothesis. A master’s thesis could be appropriate provided that the terms above are met.

Competitions awards are $1,000 for first place and $750 for second place. The deadline for submission is January 31, 2012. Please share this exciting opportunity with your faculty and students!

NYT: Quantitative literacy in demand in job market

A New York Times article published Sunday titled "Ad Companies Face a Widening Talent Gap" outlines the problems employers are having finding job candidates with quantitative skills.

Statistical analysis is one of the skills advertising agencies are having trouble finding, the article said, and employers often search for months to find appropriate candidates.

The piece goes on: "The digital talent gap is driven in part by the enormous amount of user data that ad tech companies are collecting for agencies and marketers -- data that is instrumental in directing ads to consumers and analyzing trends. New hires are needed for a variety of tasks, including writing code, creating digital advertisements, Web site development and statistical analysis."

ICPSR provides many opportunities for undergraduate and graduate students to hone their quantitative skills, including the Summer Program, TeachingWithData.org, and the Online Learning Center.

2010 Monitoring the Future (MTF) Released

Monitoring the Future is an ongoing study of the behaviors, attitudes, and values of American secondary school students, college students, and young adults. Each year, a total of approximately 50,000 8th, 10th and 12th grade students are surveyed (12th graders since 1975, and 8th and 10th graders since 1991). In addition, annual follow-up questionnaires are mailed to a sample of each graduating class for a number of years after their initial participation. The Monitoring the Future Study has been funded under a series of investigator-initiated competing research grants from the National Institute on Drug Abuse, a part of the National Institutes of Health. MTF is conducted at the Survey Research Center in the Institute for Social Research at the University of Michigan.

The data and documentation files for both the 2010 MTF 8th/10th and 12th grade studies have been released and are available for download. The 12th grade core data file is also available for online analysis. The SDA codebooks for both studies can be accessed on SAMHDA's SDA Codebooks page.

The webinar, scheduled for Nov. 2, will include Beecher and Michele Kimpton, CEO of DuraSpace and project director of its DuraCloud project. The title is “Using DuraCloud for Archiving & Preservation.”

ICPSR partners with University of Minnesota on Terra Populus project

ICPSR, the University of Minnesota, and several other organizations are joining together in a project called “Terra Populus: A Global Population / Environment Data Network” that will integrate two centuries of census data with global environmental data.

The project, funded by the National Science Foundation’s Office of Cyberinfrastructure, is meant to create new opportunities for understanding the relationship of population and the environment on a global scale by integrating newly available population data with environmental information such as ground cover, land use, and climate records. The new data will be disseminated to researchers around the world.

ICPSR’s role in the project is to help develop a plan to preserve the data that reflects current standards and practices. ICPSR Director George Alter serves on TerraPop's Sustainability Advisory Committee. ICPSR Digital Preservation Director Nancy McGovern is also working on the project.

The Minnesota Population Center will lead the project with support from the Institute on the Environment, the University of Minnesota Libraries and faculty from the University of Minnesota College of Liberal Arts and College of Science and Engineering. The Center for International Earth Science Information Network at Columbia University is also a partner in the project. ICPSR Council member Catherine Fitch is leading the project at Minnesota.

An introduction to FLAME -- ICPSR's archive management engine

2010-11 annual report released

ICPSR's 2010-11 annual report is available for viewing. The report details a busy and productive year, with increases in membership and revenue.

Membership stood at 698 at the end of the fiscal year, and has since grown to 710.

Fiscal year 2010-11 marks the first time ICPSR researchers secured more than $10 million in grants and contracts in a year, and overall revenue topped $20 million. ICPSR has a fund balance of nearly $5 million.

The annual report also highlights new initiatives including ICPSR's involvement in the Bill & Melinda Gates Foundation's Measures of Effective Teaching project, and creation of a virtual data enclave (VDE) allowing remote access to sensitive data.

Former ICPSR Director Gutmann to speak at OR symposium

Former ICPSR Director Myron Gutmann, now leader of the National Science Foundation's Directorate Social, Behavioral and Economic Sciences, will be the featured speaker at a symposium titled "The Next 50 Years of Social Science Data" on Thursday, Oct. 6, in Ann Arbor.

Gutmann's talk is titled "Rebuilding the Mosiac: Research in the Social, Behavioral, and Economic Sciences in the Next Decade," and will be followed by a panel discussion.

The panelists are: Thomas LaVeist, Center for Health Disparities Solutions, Johns Hopkins University; Barbara Schneider, College of Education and the Department of Sociology, Michigan State University; Tom Smith, National Opinion Research Center, University of Chicago; Christopher Zorn, Political Science, Pennsylvania State University.

Kevin Schürer, Pro-Vice Chancellor for Research at the University of Leicester and a 2011 recipient of ICPSR's Warren E. Miller Award for Meritorious Service to the Social Sciences, will serve as symposium chair. The event will go from 3-5 p.m. in the Michigan Union Ballroom, and will be streamed live on the Web. Sociometrics has updated its Social Science Electronic Library Data (SSEDL) web site and is offering new discounts for ICPSR members. The site has a new look and an easier to use search system, including searches for studies and variables by keyword. Users can also view a matrix of variables by variable topic and type, with links to each variable's metadata. In the Fall, SSEDL will be adding more user-friendly features, such as search filtering by several key filters including year, investigator, and methodology, and making DDI 3.1 study level metadata available for download.

ICPSR highlights 9/11-related data

As the anniversary of the Sept. 11 terrorist attacks approaches, ICPSR’s data holdings provide a unique opportunity to analyze public opinion and the impact of the attacks 10 years later. Our archive contains dozens of datasets relevant to analysis of the lasting effects of Sept. 11 and terrorism in general, such as:

More than 30 public opinion polls with specific questions on the Sept. 11 attacks dating back to the month of the attacks. These surveys include instances of the same question asked over multiple years. For example, respondents were asked “How often do you think about Sept. 11?” four times in polls between 2002 and 2006, and “Was Saddam Hussein involved in the Sept. 11 attacks?” 15 times over five years.
Surveys of American and European public opinion on foreign policy in the Worldviews and Global Views series.
Studies that specifically address issues of terrorism such as “Global Terrorism Database II (1998-2004),” “Incidents of Post-9/11 U.S. National Security Policies” “Impact on Scientific Research and Higher Education in Diverse Geographic Locations, March 2002 to June 2005,” and “Preparedness of Large Retail Malls to Prevent and Respond to Terrorist Attack, 2004.”

The ICPSR and Terrorism & Preparedness Data Resource Center (TPDRC) Web sites have various search tools that make finding specific data on Sept. 11 much easier. ICPSR’s Social Science Variables Database allows users to search 1.7 million variables across 2,600 studies, representing about half of ICPSR’s holdings. The TPDRC site provides subject searches across all of its holdings as well.

IFSS announces fourth harmonized data release

The Integrated Fertility Survey Series (IFSS) project at ICPSR is pleased to announce the release of its fourth harmonized dataset, adding fertility intention, infertility diagnosis and treatment, HIV, and other medical diagnosis variables to previously harmonized pregnancy summary, sociodemographic and union history variables. The dataset combines information from 10 surveys and over 71,000 respondents spanning 1955 to 2002 into harmonized variables for easy analysis.

The fourth release data are available for download on the Data and Documentation page, can be explored and extracted from the Harmonized Data Extracts page, and can be analyzed online using SDA.

Please note that all IFSS data releases are beta versions provided for users to begin using the data before the final version is released in Spring 2012. As such, they are subject to change and may contain small inconsistencies. If you notice any problems with the data, please contact the IFSS team at IFSSGroup@umich.edu so that we may fix them.

ICPSR kicks off 50th anniversary celebration with reception, Web site

ICPSR is proud to kick off the celebration of our 50th anniversary with a reception at the American Sociological Association in Las Vegas on Sunday, and the launch of a Web site recounting the history of the Consortium.

The Web site features a personal history written by former interim Director Erik Austin, who retired in 2006 after 41 years at ICPSR; video interviews with several current and former Consortium leaders; and profiles of current staff members and researchers.

The site also lists upcoming celebratory events, including receptions at various professional meetings, the Official Representatives meeting in October, and a symposium in June 2012 featuring Nobel laureate and former ICPSR Council member Elinor Ostrom.

ICPSR announces Miller, Flanigan award winners

ICPSR is pleased to announce the 2011 recipients of the Warren E. Miller Award for Meritorious Service to the Social Sciences and the William H. Flanigan Award for Distinguished Service as an ICPSR Official Representative.

Tom Smith, senior fellow and director at the National Opinion Research Center, and Kevin Schürer, professor at the University of Leicester in the United Kingdom, have won the Miller award.

Paula Lackie, academic computing coordinator for the social sciences at Carleton College, and Laine Ruus, retired head of library services at the University of Toronto, have won the Flanigan Award.

The awards will be presented at the biennial meeting of ICPSR Official Representatives in October in Ann Arbor.

Smith is an internationally recognized expert in survey research and has been director of the General Social Survey (GSS), the largest and longest project supported by the National Science Foundation’s Sociology program, since 1980. He is also co-founder and past Secretary General of the International Social Survey Program, the largest cross-national collaboration in the social sciences.

Schürer served as director of the UK Data Archive from 2000-2010 and is pro-vice chancellor at the University of Leicester. His research interests include historical demography and household structure; internal migration in Victorian and Edwardian England; historical methodology; data enhancement databases; and data archiving. Schürer is an Academician of the Academy for the Social Sciences and a Fellow of the Royal Statistical Society and Royal Geographical Society.

Lackie has been the ICPSR OR for Carleton College for more than 20 years, and served on the ICPSR Council from 2004-2008. On the council she chaired the Preservation and Access Committee. Her research interests include the pedagogical and technical contexts for the use of data in teaching and learning, and exploring the service-learning opportunities for students interested in the open data movement.

Ruus, who calls herself the “oldest living data librarian in North America,” was a data librarian for more than 35 years before her retirement. She was an ICPSR OR from 1988 to 2010, and was instrumental in forming the ICPSR Canadian federation serving eastern Canada.

George Alter accepts five-year appointment as ICPSR Director

George Alter, acting director of ICPSR since November 2009, has accepted the position of Director for a five-year term starting in September.

Alter has been in important administrative roles at ICPSR since 2007, when he started as Associate Director of ICPSR and Director of the Collection Development unit.

His appointment as Director marks an important milestone in ICPSR’s development, and will help the consortium take advantage of new research and preservation opportunities over the next several years.

“The ICPSR Council, ISR leadership and I have full confidence in George’s ability in leading ICPSR during this period,” said ISR Director James S. Jackson.

“As we look toward new opportunities and challenges in data management, we’re truly excited about the future of ICPSR under the capable leadership of George Alter,” said Ann Wolpert, chair of the ICPSR Council.

Along with his position at ICPSR, Alter holds two academic appointments at the University of Michigan -- Professor of History and Research Professor at ISR’s Population Studies Center. He is also president of the Social Science History Association in 2011.

Before coming to ICPSR, Alter was a professor in the History Department at Indiana University, where he had held various positions since 1979. He holds a bachelor’s degree and Ph.D. from the University of Pennsylvania, and a Master’s in Applied Economics from U-M.

“I’m thrilled to serve this great organization at such an exciting time. There has never been as much recognition of the important work that we do at ICPSR, and the coming years promise to be challenging and productive,” Alter said.

Alter replaces Myron Gutmann, who left ICPSR after 8 years as director to lead the National Science Foundation’s Social, Behavioral and Economics Directorate.

New data on drug abuse available

For the first time in over a decade, public-use data files available are available for the Drug Abuse Warning Network (DAWN). The DAWN is a nationally representative public health surveillance system that continuously monitors hospital drug-related emergency department (ED) visits and drug-related deaths reported by select coroner and medical examiner offices across the country.

The 2008 DAWN ED public-use data and documentation files are available for download through the Substance Abuse and Mental Health Data Archive Web site. Variables in DAWN provide details on the ED visit, including type of case, case disposition, drug involvement in the ED visit, route of administration, and the number of unique drugs reported. A metropolitan area indicator is included for the metropolitan areas that DAWN oversamples. Through SAMHDA, the Substance Abuse and Mental Health Services Administration is planning to also release DAWN data starting from 2004 to 2007 and 2009 onwards in the upcoming year.

CMGPD-LN analytical and kinship datasets available

The Liaoning Analytic and Kinship Files are now available. See the Data tab for more information. Instructions for merging to the Liaoning Basic File are included in the download. The Analytic File contains many variables that will enhance analysis, such as estimated income, position, rank, and various indicators of social status. The Kinship File provides IDs of paternal and maternal ancestors, and counts of relatives to the third generation, by type and whether in the same household as ego (e.g., the number of older brothers, the number of unmarried older female third cousins, the number of unmarried sisters in the household).

NCAA archive updates academic progress data

The NCAA Student-Athlete Experiences Data Archive has updated its data on Division I Academic Progress Rates.

The dataset, NCAA Division I Academic Progress Rate, 2011, now includes the 2008-2009 and 2009-2010 seasons. The data contains team level academic performances available by division, by conference, and by school.

The Student-Athlete Experiences Data Archive includes user-friendly data collections related to graduation rates; team-level Academic Progress Rates in Division I; and individual-level data on the experiences of current and former student-athletes from the NCAA's Growth, Opportunities, Aspirations and Learning of Students in college study (GOALS), and the Study of College Outcomes and Recent Experiences (SCORE).

These data represent a valuable source of information for addressing a variety of issues related to both intercollegiate athletics and higher education generally. These data are collected to help answer research questions posed by college presidents, athletics personnel, faculty, student-athlete groups, the media, researchers and others in the higher education community and to assist in the development of national athletics policies.

Directors named to two ICPSR archives

New directors have been named for the Substance Abuse and Mental Health Data Archive (SAMHDA) and the National Drug Abuse and HIV Data Program (NAHDAP).

SAMHDA will be led by John E. Marcotte, whose research specialties include data management and security, power analysis and sampling, and longitudinal data analysis. His latest publications examine long term care of the elderly. Marcotte recently served as the Director of Research Data Services for the School of Arts and Sciences and Senior Statistician for the School of Nursing at the University of Pennsylvania. He holds a doctorate in demography from the University of Wisconsin-Madison.

SAMHDA promotes the access and use of the nation’s preeminent substance abuse and mental health research data by assuring accurate public use data files and documentation to support a better understanding of this critical area of public health. It is a project of the Center for Behavioral Health Statistics and Quality (CBHSQ) in the Substance Abuse and Mental Health Services Administration (SAMHSA) of the United States Department of Health and Human Services.

The new leader of NAHDAP is Amy Pienta, who also serves as ICPSR’s Director of Acquisitions. Pienta’s areas of research specialization include the demography of aging, marriage and family in later life, and health and retirement. Her work has also addressed the use of addictive substances later in life, including a paper published in the Journal of Health and Aging on smoking cessation and marriage. She has been with ICPSR since 2003 and will continue her role as Director of Acquisitions. She holds a Ph.D. in Sociology from the State University of New York at Buffalo.

NAHDAP acquires, preserves, and disseminates data on HIV and drug addiction to encourage social and behavioral research on major issues affecting public policy. NAHDAP is funded by the National Institute on Drug Abuse, part of the National Institutes of Health.

Former ICPSR executive director Richard Hofferbert dies

Richard I. Hofferbert, who served as ICPSR’s executive director from 1970 to 1975 and an ICPSR Council member from 1967 to 1969, died July 6 at his home in Venice, Florida.

According to the Blalock Report of the ICPSR Review Committee issued in 1989, Hofferbert’s accomplishments as leader of the consortium were manifold: He saw ICPSR through a period of relative fiscal stringency; developed important international relationships; and oversaw a broadening of archival holdings.

Hofferbert was a faculty member of the University of Michigan Political Science department, and came to Michigan from Cornell University. He went to the State University of New York at Binghamton after Michigan.

Hofferbert was involved in the comparative study of public policy at state and local levels of government. He developed the dataset Socio-Economic, Public Policy, and Political Data for the United States, 1890-1960 and a comparative counterpart that covered selected demographic, social, economic, public policy, and political comparative data for Switzerland, Canada, France, and Mexico.

Hofferbert was also instrumental in making the German Electoral Data Project -- a collaboration among ICPSR, the Zentralarchiv, and ZUMA -- a success during the 1970s. He also launched the Comparative Political Party Manifestos project with Hans-Deiter Klingemann and Ian Budge.

Before becoming executive director, Hofferbert served on the ICPSR Council for three years.

Hofferbert is survived by his wife Rose and two sons.

Registration open for Consumer Expenditure Survey workshop

The Consumer Expenditure Survey (CE) is hosting its 6th annual free Microdata User’s Workshop from July 27-29 in Washington, DC. Registration is now open!

Participants at the conference receive both hands-on instruction on computing results from the CE microdata, and attend presentations describing both methodology and results of recent research. Procedures changing to request restricted data at NACJD

NACJD is changing the management of requests for restricted data. Since restricted data carry some risk of re-identification of individuals, current procedures require researchers to obtain access to such data by submitting an acceptable Restricted Data Use Agreement and accompanying materials. This submission requirement will not change. What will change is the method of submission, as ICPSR introduces one that is Web-based, rather than paper-based. For a few months both methods will be in use. Beginning July 19, 2011, requests for data from the Project on Human Development in Chicago Neighborhoods (PHDCN) will be managed in the Web-based ICPSR Restricted Data Contract Portal. Requests for all other NACJD restricted data will continue to use the paper-based method until these data are added to the Web-based system.

When requests for restricted data are to be submitted through the ICPSR Restricted Data Contract Portal, researchers will see the following message and link on the study home page under Access Notes:

One or more files in this study are restricted. You can apply for access to the data through the ICPSR Restricted Data Contract Portal.

Applicants must log in to ICPSR to submit their application through the portal; and may need to create a MyData account to do this. (Use the "Login/Create Account" link located in the upper right hand corner of most pages on our Web sites.)

For restricted data available through the paper-based method, researchers will see the following message and link on the study home page under Access Notes:

Moving to Opportunity (MTO) for Fair Housing Demonstration: Interim Impacts Evaluation, Tier 1 Restricted Access Data, 1994-2001 [United States] was designed to answer questions about what happens when very poor families have the chance to move out of subsidized housing in the poorest neighborhoods of five very large American cities. MTO was a demonstration program: its approach combined tenant-based housing vouchers with location restrictions and housing counseling. MTO was also a randomized social experiment, carefully designed and rigorously implemented to test the effects of this approach on participating families. The interim evaluation included the collection of data on a wide range of outcomes that could potentially be affected by the MTO intervention. These outcomes fit into 6 study domains: (1) mobility, housing, and neighborhood, (2) adult and child physical and mental health, (3) child educational achievement, (4) youth delinquency and risky behavior, (5) adult and youth employment and earnings, and (6) household income and public assistance receipt. The restricted access data being made available through ICPSR includes many such analytic variables constructed from surveys and administrative data. The Tier 1 data also includes a census tract ID that allows researchers to link other neighborhood-level data.

Researchers in alcohol and drug addiction and HIV/AIDS will soon have easy access to data from several important studies thanks to five subcontracts recently awarded by the National Addiction & HIV Data Archive Program (NAHDAP) through a contract with National Institute on Drug Abuse (NIDA).

The participating studies will receive funds to process and prepare their data for public distribution through the NAHDAP Web site.

The subcontractors are:

the Center for Education and Drug Abuse Research (CEDAR) at the University of Pittsburgh
the Oregon Youth Substance Use (OYSUP) project at the Oregon Research Institute
the Older Drug User Study at Kennesaw State University in Georgia
the Enhanced Linkage of Drug Abusers to Primary Medical Care project at Boston Medical Center
the Archiving Two Chicago NIDA-Funded Epidemiological Surveys project at the University of Wisconsin-Milwaukee.

All of the studies were funded by NIDA and will become part of the NAHDAP archive when completed.

NAHDAP’s innovative subcontracting system advances the goal of promoting the wide dissemination of research data on drug and alcohol abuse by providing financial incentives as well as training in data processing to the participating studies. Typically, data would be processed by NAHDAP staff — under these subcontracts, staff from the participating research centers will be trained in data processing so that data from subsequent research projects can be more easily deposited with ICPSR and disseminated to the public.

At the end of the one-year subcontracts, data from each project will be posted and made available on the NAHDAP Web site.

NAHDAP’s mission is to acquire, preserve and disseminate data relevant to drug addiction and HIV research. It is funded by NIDA.

Study-level utilization reports now available

ICPSR is pleased to announce the availability of utilization reports, a new tool that provides access and download statistics for every study in our archive. The reports will help researchers and funders better understand the impact of archiving their data.

The reports, available from each study’s home page by clicking on the “View Study Usage” link, show the number of unique sessions during which a user downloaded at least one file. Also available is information on how many times the data and documentation were downloaded by unique users. Information on users’ academic status (i.e., faculty, graduate student, or undergraduate, etc.) and institutions is also included, although the identities of specific users are not disclosed. The usage data in the reports are available going back three years.

ICPSR awarded Data Seal of Approval

ICPSR is one of the first six data repositories to earn the Data Seal of Approval.

Created by the Data Archiving and Networked Services archive in The Netherlands and overseen by an international board, the Data Seal of Approval is meant to demonstrate to researchers that data repositories are taking appropriate measures to ensure the long-term availability and quality of data they hold.

The seal sets forth 16 guidelines related to trustworthy data management and stewardship. The other five archives awarded the Data Seal of Approval are the Archaeology Data Service (United Kingdom); the DANS Electronic Archiving System (Netherlands); the Platform for Archiving CINES (France); the Language Archive of the Max Planck Institute for Psycholinguistics (Netherlands); and the UK Data Archive.

The seal is awarded after an online self-assessment regarding a data repository’s adherence to the guidelines. The assessment is then reviewed by the DSA Board before the seal is given.

N-SSATS Data are Concatenated for the First Time

The National Survey of Substance Abuse Treatment Services (N-SSATS) collects annual information on the location, characteristics, services offered, and utilization of all known substance abuse treatment facilities, both public and private.

The data and documentation files for the newly created 1997 - 2009 N-SSATS Concatenated are available for download and online analysis. Data available in the N-SSATS concatenated include treatment services and modalities, operation and ownership, accreditation, and client counts. The following geographic data are included: state, county, Federal Information Processing Standards (FIPS) state and county codes, metropolitan statistical area (MSA), core-based statistical area (CBSA), Census region, and Census division.

Individual years of N-SSATS data can be accessed from the series home page.

Mexican Americans' social mobility and experiences

The RCMD announces the release of The Mexican American Study Project II (MASP II), 1998-2000 (ICPSR 28481). In an original study conducted in 1965, Leo Grebler, Joan Moore, and Ralph Guzman surveyed Mexican Americans in San Antonio, Texas, and Los Angeles, California. The new survey was used to test hypotheses related to Mexican Americans' social mobility, their ethnic identity and behavior, their experiences with discrimination, and the relationship between socioeconomic status and ethnic identity. http://dx.doi.org/10.3886/ICPSR28481
